Bold, attractive General Order in which Lincoln's Secretary of State announces that "The President directs that... no traveler shall be allowed to enter the United States from a foreign country without a passport.... This regulation is intended to apply especially to persons proposing to come to the United States from the neighboring British provinces...." Signed at the conclusion in type by Seward and also by Assistant Adjutant General E.D. Townsend. Likely this directive was issued to help curb any influx of Confederate sympathizers or supporters from the United Kingdom. Accompanied by a nice Civil War-era 5" X 7" heavy stock steel-engraved head-and-shoulders portrait of Seward. Very good.
