Originally a New York newspaper publisher, this state government official was appointed New York postmaster by President Grant, who was pleased with his reforms; he twice refused Hayes' request to join his cabinet as postmaster general, but finally consented to join Garfield's cabinet in 1881 -- but Garfield was assassinated and he served less than one year. Bold signature in brown ink, 4¼" X 1" slip (tipped to slightly larger sheet), n.p., n.y. Very good. Slight mounting trace on verso. A nice example, beneath which in a miniscule contemporary hand (not James') is noted "Postmaster General -- / during administration of Garfield." Item #28717
