This British statesman, a 2nd Viscount, served as First Lord of the Admiralty, minister of education, Lord President of the Council, chairman of the Conservative Party, minister for science and technology and secretary of state for education and science; in 1970 he became a life peer and twice served as Lord Chancellor (1970-74, 1979-87).
